To honestly answer this question, we need to ask: Was it our National Strategy to create “a democratic government, respectful of human rights” in all of those countries? How many of those countries now enjoy a such a government? How many others are heading in that direction? This is a bit like asking “how many skyscrapers have been built by wrecking balls?”
